Ignacio Navarro is an Assistant Professor teaching Research Methods and Policy Analysis at the department of Health Human Services and Public Policy. His research interests include applied econometrics, land and housing economics, and local government. His latest research paper, "City Managers and E-Government Development: Assessing Technology Literacy and Leadership Needs" coauthored with Greg Streib (Georgia State University), uses a unique data set of city managers across the USA to assess their readiness to adopt E-government practices in their local governments.
The paper exposes limitations on city managers' capacity to provide leadership for E-government implementation and offers recommendations to limit their impact. The paper is published in the October-December issue of the "International Journal of Electronic Government Research" published by IGI-Global.
